BrewLAN is a mod for Supreme Commander: Forged Alliance that has been in on and off development by a team of one for almost a decade. It adds a wide variety of new units for all factions, as well as offering several new game modes and features. The core design goals for the mod are simple; to add new, interesting, and visually aesthetic units which complement those already in existence and to maximise technical compatibility with other mods.
Hmm.But they are still water/submersible engineers with more than 1000 hp, right?(T2)
Wonder if they could have torpedoes,AA, anti-torpedo, TMD and SMD anti-missiles systems + personal shields/cybran personal stealth/seraphim hp regen aura, engineering/refuel stations,radar/T3 omni radar on their deckboard.
Given that they would normally be weaponless/harmless/helpless,
as any engineer?
Increased faster build,health regen.etc.. rate stats, since naval units are traditionaly slowest and most expensive to be built.

Field engineers, not engineers. They have around 3x the health and engineering speed of equivalent field engineers, and are basically the shield boat, frigate, and destroyer but with the main guns or shield replaced with an engineering arm; their stats are as follows:

T3 60 AA damage and 30 torpedo damage?
I suggest that T3 construct boat have enough fire power to defense against T1 air/naval unit. So:
6 T1 Anti air flak (3 on each side) (turn 90* left right)
8 T1 non-homing torpedo launcher (4 each side) (turn 90* left right)
1 T3 Engineering arm front
1 T1 Multi purpose missile launcher back
