I played USA, and blocked the Neutrality Acts. Paid the big dissent penalty - and then the popup appeared, informing me of a list of economic penalties due to the Neutrality Act being in force.

just checked and these should be the Unpopular war modifiers. You lose neutrality, but gain penalties since the population/ country isn't keen to go to war. So they had the incorrect title.
