I'm yet to get into HOI3. I know a guy who really likes this mod and highly recommends it. But it's probably not really good for a newbie, is it?
I would say play a bit of vanilla HOI3 TFH first. Or play as a small nation and watch the Ai in the larger nations ( type debug fow in the console command with the ~ key and you can see their units). This will let you see the geberal flow of the mod. Gameplay in BICeE is very unforgiving to a new player, unlike vanilla, building the wrong sort of division composition will cost you the game. Even using the wrong sort of units in the wrong terrain will lead to serious defeats.

But maybe the air force is too stronger. My bombers(8MB) always kill 400+ or 500+ even 700+ sildiers once. And and the CAGs(4or6) will sink my DD or CL in my BB fleets in two or three round. So I dare not use my BB(BC/P.BB) fleets any more.!_!
The airunits are still being balanced as this is a beta version of the mod. The latest update increases the stacking penalty significantly which goes some way to preventing stacks of bombers being effective. Saying that though the losses you mention are not so unrealistic when you consider 8 bomber units = approx. 300-400 aircraft and the cags would be strike force of between 120 - 200 aircraft.

The planes get benefit from the HQ's leader?
the air/naval HQs are for player immersion only. They don't add any extra benefits to the airunits and the AI does not use them. Its up to a player if they want the HQs for their own OOB purposes.

bit more information needed. What OS do you have, where are you installing the mod. What is your screen resolution ? Do you have podcat's TFH exe in use ?
Im in the game and everything loading,then it starting creating texture for quad stops at 79 and kick me out of the game and show me runtime eror. OS? i have windows 8. 32 screen resolution

As of latest version the AI is still often sending one single division to attack a stack of enemy, with 4-5 divisions. Doesn't matter if it's the enemy AI or AI controled theaters. It's just "AI". It's been like this in vanilla game, in modded game. When your enemy waste away manpower and officer ratio like that, it's hard to immerse yourself in a supposedly strategic game.
Well, yes I am describing what the game is like. I am merely wondering if there is anything that can be done via modding to alleviate the situation? And overall, it was a great mod.
No unfortunately we cannot mod the AI in terms of how it uses its units. We can' change what is does with them, or even where it chooses to send them. What we can mod is which units ( and techs) it has and when. So we can lead the horse to the water, but we can't make it drink.

PANZERZOO, appreciate the mod, would love to play it, but the weak link is the podcats TFH exe only being available from paradox plaza. Having tried to register the game on their site when I bought it (failed), and having spent considerble time today trying to register a paradox account on various browsers (failed) or in the HOI3 forum (failed), it would be really helpful as manik02 says, to have a mirror download site, otherwise your efforts are, how shall I put it ...wasted, and thats a real shame.
Of course if it legally cant be done, fine, no issue...
that's just it, it cannot legally be done as podcat's TFH exe is a paradox update and they own the rights to the link. If you are computer savvy enough you might investigate doing what podcat's exe does which is simply to open the game engine to use more then 2Gb of memory.Someone has suggested to use CFF explorer to allow the game to use more RAM. Just look up "Large Address Aware CFF Explorer" on Google. But do so at your own risk.
