Bill is the most random person in the world, but he will have great firepower at his disposal (hence the name Billiverse). The IRS is the premiere money-making faction. Ducofaust is a dictatorship that is war-mongering and wanting to take over the world (again). Yes, it has an interesting name, but it will have great gameplay when it's done!
