Increased limit of volunteer. Added goverment in exile for all countries. Reduced numbers of world tension and dependence on ideology to join alliance. Increased relations boost for volunteers and lend-lease. Better use this mod with mod Allied construction (for best experience), as well as use Expert AI 4.0
