Ages of the Federation is a new total conversion mod for Sins of a Solar Empire: Rebellion. This mod takes place in the Enterprise and Original series eras, focusing on the conflict between the early Federation and Klingon Empire. A resurgent Romulan Star Empire, angry and still licking its wounds after their defeat to Earth and her allies waits in the shadows, ready to take advantage of any of misstep by either the warring powers. The Xindi, new to the galactic stage are also eager to forge their own path.

The Tarsus IV Incident took place in 2246, so Captain April, the Enterprise's first captain, would have been in command.

Captain April is listed as the Enterprise's first captain in the official Star Trek Encyclopedia. He also appears in numerous books and in an episode of The Animated Series.

He has also been mentioned in Discovery surprisingly enough. In the season 2 premier we get a peek a Pike's service record and see Robert April as previous commander of the Enterprise.

Indeed he did. He was a child at the time, and one of the few people to remember Kodos' face.

Hoshi Sato's biography, seen on-screen in the episode 'In a Mirror, Darky Pt.II" indicates that she, along with her family, were among those killed on Tarsus IV.

Description

USS Enterprise enters orbit of Tarsus IV in 2246, quickly discovering one of the worst atrocities since the end of the Four Years War.

Tarsus IV was a small, remote colony of only eight thousand people, living simple lives far from the scrutiny of Federation authorities. Its 'government' consisted of a basic administration apparatus, overseen by a public servant known only as Kodos. A shy and introverted man, few on the colony even knew Kodos' face, content to go about their daily lives with little interest in the colony's daily management.

When a previously unencountered fungal infection wiped out the colony's crops and most of its food stores in 2246, an enormous burden was suddenly thrust on the unassuming Kodos' shoulders. Sending an immediate distress call and request for aid to the Federation, Kodos was horrified to find that Tarsus' remote location meant that aid would not arrive for many weeks. The scant supplies of food left uncontaminated couldn't possibly last that long, even with careful rationing, and all of Kodos' calculations indicated widespread starvation and death throughout the colony before Starfleet's arrival. As time passed and starvation began to set in, Kodos watched as the colony began falling apart before his very eyes. Riots increased in scale until local law enforcement were almost overwhelmed, and the full societal collapse of Tarsus IV seemed imminent.

It was then that Kodos made a fateful decision. Declaring martial law and confining the majority of the population to their homes, Kodos' next step was to announce a new food distribution program. Kodos personally selected groups of colonists to come to the public square in the colony center to receive food packages. Group by group, colonists were called out and came in hope of food.

And, group by group, Kodos had them all executed.
