So, I have a huge problem, or maybe i'm just stupid, but I tried to form the HRE as Prussia, I've taken the title of emperor, and I sphered every single core province of the HRE, and even took with the title of Emperor some of it, with the exception of that I don't have Alsace-Lorraine, the ONLY thing that keeps me from not forming the Holy Roman Empire is a little forceful option in the "Form the HRE" decision that says *IS SPAIN*. I hope I'm just not seeing something
if spain goes/stays habsburg their hre lands aren't needed for the formation of hre
for forming hre conditions for owning hre cores specificly are:
either all cores are owned by a player, their owner is in the player's sphere, or the owner is habsburg spain
The thing is, I think *maybe* there was some miss writing in the code and forming the HRE with all it's cores decision makes the condition -Is Spain- a requirement, and not an option
i checked the code to make sure, it works as i said, the game can sometimes displays it in a confused way

Is it normal in the GitHub version that many POPs in the Americas are very militarized? There are entire provinces where all Commoners are entirely replaced with Soldiers, disabling the RGOs in those provinces. Are there any ways to reduce the Soldier POPs in those provinces?
