unzip the archive and put the corresponding files in the modloader folder
how to use
run "Postal 2" game.
In main menu, select "New Game" > "Workshop...", open the "Mods section and choose "NOTIM PORTANT" or "NOTIM PORTANT (Black & White)". Press Start and you're good to go!
Please don't combine these two mutators!

it's easy you just have to put the corresponding files in the postal 2 folder or modloader folder example:
.UKX - animations
.KA - karmadata
.*** - maps
.OGG - music
.UAX - sounds
.USX - staticmeshes
.U / INT / INI - system
.UTX - textures
