Nice letter !
Blood at the top looks a little bit to bright. Plus the blood at the top has a white outline.
It looks like the blood you'd see running down a window, most paper is laying down flat so there should be no running blood, just splatters like you have on the bottom.
I don't know if this is supposed to be used in game or if its just promotional though.
Maybe the guy having them is bleeding.
Blur the text out a little where it got wet.

But if it's volunteerwork, it can't be a draft. Drafts don't draft volunteers, they draft draftees. A draft isn't voluntary, hence no volunteers. see what i'm getting at?
If it's a draft, the government is not gonna say "feel free to apply anytime it suits you"

and make it general (the way you have it now) - not individualspecific (as shown in the form)
plus: they generally don't tell you what the draft is about either.

That's a bit of the point: the letter is self-contradicting.
Something is not right. The liquid (or whatever it is) is like spilled on glass.
If it's trying to be contradictory so that it's like propaganda, shouldn't it be called a volunteer poster when actually it's a draft? As in, they want the rate of rebellions to go down so they use the word "volunteer" when actually they're drafting you. So it seems this letter is kind of backwards. If that's not the point, then please excuse me.
What a mess! it'll take weeks to wipe it off >:/
