For version 1.3.3 of Hearts of Iron -- Adds 100% manpower to all non-core states that you take, solving all the senseless problems with manpower that you might have, and also giving countries like Luxembourg, Belgium and others with low manpower a chance to win --- if they take territory with a lot of population.
