You have to put the ladder on a block(?) Illuminated by a light near the middle of the construction site.
I had to run around for a good 20 minutes to find this, since there is no prompt or anything at all to indicate you can actually interact with it.

My god, this was amazing. Top notch level design, puzzles were well made. Couple of moments made my jaw drop o_o There's obviously so much effort put into this.
