Yes i am experiencing the very same problem... the message of hire a minister will appear but the minster dosent actually appear and the npc still decide and confer fiefs. all the monarchs ability dosent not appear

when king dies and player ascends the throne there is a script error and am unable to hire a minister

When you go in the lords info page most of them has the culture of finish

After conquering a fief am unable to garrison the fief this make the fief have 0 troops to defend it and when i return to my castle and use the troop movement option the troops wont enter the fief and just idles around the map.

unable to ascend as king when king dies. Also enlisted patrols has no dialogue and the troop movement dont go into the castle/town

i started as a prince in il khante but was unable to ascend as the king when the king die. one of the lords became the ruler

one more thing the patrols enlisted at the constable has no options when i talk to the patrols. So i can leave the window aand have to close the game

I love this mod i love the work u put in to it. So i will give some reports.
1) the generated lords does carry the correct troops according to their faction which is off seeing noyan not carrying a single mongol troop.
2)On the world map some lords do not carry the correct banner and they all carry a default banner.
3)It seems that i am unable to assassinate my own king so i can ascend the throne even tho i raise the chance to 100

where is the castle for old castle in the north?
