Put files from Locale\English to Locale\your_version

First of all, have you patched DC to 1.2?
Next, if no mods appear in mod manager, then try to install some little mods, often it helps and all the ods appear in mod manager.

Flyers just can't be implemented with DC engine, only Soulstorm has sufficient code to do that. Even then most W40K flyers can't be used with that engine.
