Have you installed the Locale Emulator that came with WRPGE?
You must install the Locale Emulator to open some of the files that are in Japanese.
First (if you haven't already) download a file you are interested in from the Japanese developer's website link I gave you.
Unzip the file (if it is in a compressed folder) and look at the contents.
Usually you will see at least one file called "Read me" or something like that.

If you find a Readme, open it using the Locale Emulator. If done correctly you will see a bunch of text in Japanese. Copy and paste the text in a web translator (I use Google Translate when vgperson is not available) and you should see a rough translation of the text. If the translation provides names for any of the files you have in English, please make sure of the accuracy of the translation and Rename the files with the English translation.

If you do NOT find a Readme or text document to work off of, you will need to Rename the files in English.

All files will have to be given English names for compatibility purposes. What would appear as "004_防具.dbtypeset" on a Japanese computer appears as "004_ûhï∩.dbtypeset" on an English computer (its English name is "004_Armor.dbtypeset"). You must give the files English names as needed and they should work fine.
Open WRPGE using the Locale Emulator. If you did it right you should see a message about your system locale, ignore it and click "Okay".
Once you are in the Editor, use the instructions provided with the file and load it into the appropriate sections of the Editor. If you did everything correctly, not only will the file load in but you should also be able to see the Japanese text of the file. Then just carefully translate the file from Japanese to English (a lot of Copy & Paste time involved).
But as long as you follow the instructions I have given you and everything works alright, you should have translated files that will work with WRPGE and you can Export the files to use in other projects.

I do not know how the background timer is made, but it has been done in games. I remember the game "The Boogie Man" of "The Strange Men Series" having timer events.
You could find something in the Common List from the Developer's website. Everything is in Japanese, so you might need to use a web translator for understanding what is said.

And you will need to use the Locale Emulator to see the Japanese properly when editing the Commons.
But I am afraid you might need to learn how to do it on your own.
"Wait" does stop other processes, it is in the "Manual 2.24Z.pdf"

You should be able to find a jump function in the Commons List, but everything is in Japanese. You will probably need a web translator, like Google Translate.

I have not made any fighting games myself, but I believe there are fighting games made with the WOLF RPG Editor.
You can try to find fighting games or similar functions in the Commons List, but everything is in Japanese. You will probably need a web translator, like Google Translate.

The pause menu can be found in one of the databases (I am assuming your using the Sample Game engine).
Explore and discover, but do not expect a walkthrough on "This is how to make your game" from me. I am sorry if that sounded rude, but some questions tend to repeat themselves for the same answer (Why do people not read the 2.24Z PDF User Manual? What was the point in translating if people do not read it.)
I really got to get a forum set up soon.

The permissions are in the User Manual 2.24Z PDF.
Read what the developer has permitted and what they do not permit.
If you have not gone against the permissions and stayed within the guidelines presented, yes you can sell your game commercially.
Just read the manual and make sure.
If you want, you can contact the original Japanese developers.

For creating of checkpoints, I would use the Save from the Event commands. You would have to figure out how to incorporate a checkpoint slot in your Load screen on your own.
For making life bars, I would refer to the Sample Game since life bars are used in the game.

Honestly...I don't know.
I don't think there is any limit to maps. But since the limits for everything else is rather high, I would think it should accommodate quite a few maps.
Just don't go to the extreme like 1000 maps, because that seems like a ridiculous amount for this style of RPG Maker.
Create your maps as needed.

You can download games from this site and review them.
But if you are uploading games, be sure to make sure your information is accurate and directs the users to the original developers of the game.
And as for trying to translate WRPGE games, vgperson gives a small guide on how to do it.

I don't know if I can help you, but could you define your action fighting game? There are various games that define themselves to have "action fighting", so please explain or name a game that has the game style you are going for.
You can also try using RPG Maker tutorials with WOLF RPG Editor, for they both share similar functions. When it comes to similarity, I would say that WOLF RPG Editor is an advanced version of RPG Maker 2003.

In the Manual 2.24Z, section "Opening / Usage Agreement", it has these two paragraphs:

■Usage of WOLF RPG Editor■
Games developed in WOLF RPG Editor can be distributed for free, distributed for money, sold, used commercially (at any scope), submitted to contests - in general, they can be freely used for any purpose. Also, no matter how it is used, reporting to the creators is unnecessary.
■About Resources■
Please always follow the terms of use for any resources you use. In particular, RPG Maker RTP resources, and resources modified from them, are only allowed to be used with RPG Maker.
* RTP (Runtime Package)A basic collection of data required to play RPG Maker games. According to its terms, usage of it outside of the RPG Maker series is forbidden.

From what I can tell with the information provided is this:

If you are using the WRPGE Resources with WOLF RPG Editor itself, you do not need to worry about contacting or crediting the original developers. But you REALLY should give credit for any Resources you use, just to be nice.

If you are using the WRPGE Resources with other software but WOLF RPG Editor, you MUST contact original developers for permission of use AND give credit to the original developers. You will have to make your game FREE to download, otherwise use your OWN resources for creating a commercial game.

As far as I can tell, the Graphic Synthesizer software is the same version as the one I and vgperson translated.
The only difference would be with the images. They probably added more since the last time.
But in order to see what the changes are, I have to change my System Locale to Japanese and make edits. Locale Emulator is useless with folders that are Japanese named but appear as garbled text on a English Locale PC.
I will look into it in my spare time, but I cannot make any promises.

WOLF RPG Editor is its own RPG maker software, it is not designed to interact or use the commercial RPG Maker software.
