rename d3d8.dll to _d3d8.dll, the file has crashed

Have a problem... in "San Andreas in Vice City 0.1F" the file d3d8.dll has crashed :x, else rename the file the game do not start, and in game start with the 'renamed' file, do not is possible enter in home...
My computer is old and the graphics of the game slows down, how do I buildings that only appears when I'm prox$? There is already an application that does this?
