Did you copied all files as described in the HowToInstall.txt file? Also I can help you at out Discord server much faster and suggest alternative solution.
Try to launch UT2004 at least once, this should help.

Yes, I've subscribed to that UE4 project.
I can't help to solve problems without log files (UT2004.log in particular).
Try to use FIX_CD_GOG.7z (from Mega mirror).
Did you tried compatibility mode (if any)?

This mod is like Call Of Chernobyl, it standalone. The only requirement is UT2004 CD-Key in Windows registry. Unpack to any directory and follow instructions in ReadMe.txt. Alternatively, you can try it in debug mode.

Not only saveSystem, i think cases for "/" and "\" should be in all file operations.
If someone will modify rendering library, they will work like in UE1. For now to get reflections, i have to use few tricks.

You can try DX10 render library, it has bloom too, also there is way to disable HDR.
I mean that game has special menu to launch other mods :) UT2004 has this feature, and i slightly modified it.
But any DeusEx mod will work with DXR after some porting (for simple mods without custom contents converting maps and editing missionScripts should be enough).
I will try to keep compatibility with DX1 scripts as much as possible.
There is HDTP mod for DeusEx, but i cannot use characters models from it, because i need sources with skeletal animation.
