For a capital class warship, I agree that amount of anti-smallcraft weaponry is pitiful, perhaps change it to 4, and put it just in front of the bridge on the spine of the ship perhaps?

How can you form the HRE I have all the countries I need to form it in my sphere (As Austria) I can form germany but not the HRE.

Well I've tired to make an event and that gave me "No event with this ID found" so i'll add the core to each province.
