I think your current movement system is ok, but consider making it more context based. Similar to a third-person shooter, targeting would be directed via the crosshair and the action performed would be based on the item currently selected and the type of target under the crosshair. Then you could just have a seperate UI toggle button for all other functionality, which would have a similar context based system but directed via the mouse cursor. Maybe even have right-click dropdowns while in UI mode to allow the player to access more functions.
