I dunno, I just enjoy moddb and the mods that are published here, I've got a huge list of mods, and all of them are enjoyable regardless of their replayability and/or quality. Really, anyone who has a dream to mod stuff should just get into it. If you want a tester, I'm right here, I can look for glitches for you if you want your mod to be bug-free on normal occasions. No one should be judged because their mod had little to no effort, it's still a mod and we should appreciate it. Modding is becoming a less common thing due to commercial companies not putting modding support into the new games. IMO, the best games are the games that are moddable.
