Steam user in shortcut("C:\Program Files (x86)\Steam\steamapps\common\company of heroes\RelicCOH.exe" -mod europe_at_war) and it work for me!
I had issue when installing, check in directory file in steam ( "C:\Program Files (x86)\Steam\steamapps\common\company of heroes\company of heroes )!!!
Its wrong! So take everything from company of heroes 2 file (cut and paste)
to first file company of heroes... then delete empty second file create shortcut and play ;-)

Yes its steam version... anyway i fix it... I had some install issue but i fix it all. Mod its superb!!!! Thank you for upload!
