Over at Adeptus Modificatus, I could swear I read in a thread a fleeting post of someone saying it can be done without loss of quality.
Man, imagine banners or badges which keep the original level of details.

RT2, tell me. Could you 1024x1024 texture maps downsize to 512x512 but keep the original level of detail with this program?
With downsizing size you always get pixelation.
you have painted and sharp calculations when re-scaling.
It would all depend on the original texture.
