This is a "Graphics Tool" :) Go into your San Andreas folder, into "models" folder, into "TXD" folder, double click on LOADSCS.TXD. You can change your loading screens! :D

How about improving your textures using TxdGen? After you have installed Srt3, simply follow my tutorial on how to mipmap San Andreas in general. This will greatly improve the visual quality of your game, so please check it out!
