I don't really know how to work with any other engine, but it could be worth looking into?

You have to add a light (point) then convert it.
You right click anywhere on your map.
then click add actor.
add pointlight.
then right click the pointlight.
and go to convert.
there is a whole series of different lights you can change it too.
(this includes toggleable ones and movable ones)
If you want one to be attached to the player.
go to Kismet and add a 'Attach to Actor'
link it to a 'Player Spawned' and set the target as 'All Players' and set the attachment as you light. (it has to be a movable one)
for a toggle light.
you can add a trigger and a toggle light.
use kismet to add a action using the trigger.
link it to your light and it should all work.
Raven has done some good video tutorials on this and you should be able to find them on youtube and on the UDK's moddb page.
