I'm having this problem too.
The solution to get it to work 1.1 patched in Windows 7 64bit worked but I still get the screen stuttering.
I found that if you leave the build, research or launch windows open it doesn't do it, and eventually after the game had been running a while it clears up on its own.

I'm also having these problems.
I haven't tried the solution in the tutorial yet though.
When I run 1.0, I get the outdated graphics error, and the horrible camera movement but smooth FPS otherwise.
The bad camera stuttering makes it almost impossible to play at some points.

Why?

I'm wondering it you could release one tank or so as a separate mod until release.
Say, replace the Sherman with the M1A2, give it all the same stats, just give us the looks.
I think that'd be a good way to get some testing done on the artwork and maybe sounds and it'd help whet everyone's appetites.

I sent you guys an email to see if you wanted a mapper.
Haven't heard back and it's been a few days.
Has it been about a year since the last post because this mod is dead?

The Thompson isn't an automatic-rifle, it's a submachine gun.
And yes, that is an MP40, not a Thompson.
