Works fine for me. Usual procedure- quit Steam completely, extract archive to C:\Program Files (x86)\Steam\steamapps\sourcemods with any app that supports .rar files, open Steam and search for Missing Information.

Really great mod, play it NOW!

A tough one to start off with so I ended up playing it on god mode which was far less frustrating and a heck of a lot more fun.
If the game crashes change your video settings to software mode until you get indoors again.

For all those having problems with crashes and "DVD not found" freezes here's my advice:
I went through the whole reinstalling palaver but I don't believe it's necessary. If you play a mission with this fantastic mod (it's a real shame it'll never get finished, it really makes the game look great) and something goes wrong just play the mission on vanilla Vice City (you did make a copy of the game folder before you installed the mod right?) but before loading it delete the settings file (gta_vc.set) in your user files folder (in My Documents). The crashes occur I think because of things spawning incorrectly (the pink circle outside the clothes shop in Jury Fury for example) so you have to avoid playing those missions in the modded game. Deleting the settings file resets everything which seems to avoid any further problems. Very rarely I would have crashes with vanilla VC while driving down some roads so I avoided those and was able to complete troublesome missions, save the game and continue with the modded game (restoring the settings file from the Recycle Bin first). I haven't had another mission I couldn't get past because of a crash yet.
You will still have some problems that are unavoidable with the mod but don't cause crashes, people falling through the ground, being able to get through to the other island early sometimes as the level doesn't load fast enough, cut scenes not quite working because of different models etc., but these things are quite funny if anything so it's no huge deal.

TL;DR- Complete missions that crash on original vanilla VC but delete gta_vc.set before playing. Save then carry on with modded game (restore deleted gta_vc.set from Recycle Bin).
