The targeting icon on the tank is an effect that denotes the 'target paint' debuff is on the unit. I know it's not moving here so it's hard to judge.
If a better icon is a better idea, it can always be worked on. :)

Check to make sure an anti-virus or Windows isn't blocking syringe.exe from running. Also make sure that it has the same compatibility settings as gamemd.exe.

Moreso I have very little experience with the map editor, but after the 2.2 update I'm planning on focusing on learning and creating missions and singleplayer content.
The ini files are located within expandmd99.mix. If you get the original game campaign game to work with the mod, I would include it with the project if you were interested.

If memory serves me correctly, this is an issue with permissions. Try setting fwlauncher.exe, syringe.exe, and gamemd.exe to run as administrator.

The included modguide-readme.txt has all the important information about the units and factions, I'm no website designer and have no plans for creating a web page at this time.
There are more detector units capable of sniffing out spies, you must be more crafty to use their abilities.
What do you mean not working with a turreted voxel? OpenTopped works fine with turrets as far as I'm aware.

I'd recommend TS-DDRAW, it's the most popular option in the current public release of the project. When 2.0 comes out, I'll also have CNC-DDRAW which is what I use.
Check the Options menu and find the Renderers setting. Changing this should correct your problem, the best choice will require your own personal experimentation.
