I checked it - it works fine on my Win10 copy :/ Original Vice City, and Vice Cry 1.8.1.
Turn off UAC maybe? Or try compatibility mode?

Dunno. Clean install? Any other mods?
Yes, but you have to change files (dff's and txd's) in "gta3veh.img" <- this is our new archive specially created to store vehicles :)
At the beginning - yes, we replaced the textures.
But now Vice Cry uses VC:Weather tool which helped us to customize the snowfall :)
Situation with mod progress is currently... complicated.
For me as a person - 2 years of developemnt just for v1.8 is too much (v1.9 would probably take another 2 years). At the moment - there is nothing new besides Winter Edition and patch 1.8.1 which I am preparing.
For FOV - try searching on gtaforums/gtagarage. I only know there's widescreen fix: Gtaforums.com
Yes, of course :)
Just install the mod into GTA folder in ...Steam/steamapps/common/Grand Theft Auto Vice City
Mostly - new materials/textures but we're planning to edit weather file too :)
Vice Cry 1.8 is the 7th public released version so
the mod is not "dead" - it's finally finished (for me).
There is no need to spend another years working on this. It's just a mod for an old game - that's all :)
To anyone interested:
I'm not working on this anymore.
Four years of development is enough (for me).
There will be no official patches/new content/anything for Vice Cry.
It multiplies the original Draw Distance values in .IDE files.
For example:
We have one of the grass models called "v1". It has draw distance set to 55 meters.
Then we multiply this value. In Vice Cry 1.8 we set it to 3.00, so 3x55=165. Easy.
Multiplier allows us to change Draw Distance for all objects in the game immediately. There is no need to delete 3D grass if someone has lags - now everyone can play with the multiplier and set it up for their own.
"loddist" is... what the hell was it... You can leave it or try to increase it :P
Last two values in override.txt don't matter.
We have a small list of glitches in v1.8 - collision bugs, objects offset positions, etc.
Everything should be repaired in patch 1.8.1 - we're working on it.
At this moment, we have no idea how to increase this density.
HOTFIX UPLOADED - we're waiting for authorization.
Bugs were repaired, but we can't do nothing with corrupted savegames (resaved on Vice Cry 1.8) :/
Game archive was splitted to smaller ones.
If you want to replace a car, you have to replace files not in gta3.img but in gta3veh.img
We're working on "garages-saves" problem.
And about the TRAILS - the easiest way is to delete vctrails.asi (it's in the main game folder)
Oh, it's written on the bottom of the main post :(
"How to remove 3D grass?
- open gta_vc.dat (file in: ...GTA Vice City/data), scroll down and delete everything below "# Grass system""
Personally - it runs smoothly on my copy - no crash in the whole mission.
But we will look at it closer.
;)
We've changed some data limits in engine - original values could not handle our whole stuff.
From the radar map (ingame) or the map in the menu?
It may happens sometimes (near garages) - looks like a random freeze. It may be connected with playing on old game saves.
There's no need to install patch 1.1 from Rockstar - we have repaired everything in 1.8
More precisly:
Draw Distance in older Vice Cry versions is slightly increased for some specific objects.
In v1.8 we have a plugin with config file - there is a draw distance multipiler. Very easy to customize :)
