Some guy who liked SMOD enough to build a comprehensive English wiki for it, with heaps of help and encouragement from others. A complex CTF script written for SMOD that can be painlessly adapted for other maps. To keep things interesting, the Combine team's tactics, armament, and type (Elite, Civil Protection, etc.) change with each round. Combine turrets, supply crates, and so on are randomized between rounds as well, and the system is easily customizable.
