No! There´s a mod (I think it´s called Code 11 mod or SFF mod) that makes it possible to cuff any character civilians or suspects even when they are standing! So there´s no need to intimidate the civilians. Just get close enough to the civilian and cuff it. Really don´t know what file to edit, to get this possible.

In some mods it´s possible to cuff civilians or hostages even if they´re not compliant! Do you know what entry is responsible for this?

The helmet SEK used is not the same as the U´s95 with earprotectors! The helmet you mean is called AM95 and is a complete new design. Since about 8 years SEK wears the Zenturio05 helmet or Ops Core.
