The city of Sparta is called Lakedaemon in the singleplayer, and you can recruit Spartan troops from around Lakedaemon.
Yes, the Rome at War official server shoukd be up 24/7, althoug it does tend to crash every now and then. It does get up quite fast everytime, though.
You click the "downloads" on the top right, and then select either "Rome at War 2.4" or the low-res version and press download.
Then you extract the archive to your Warband/modules folder.

You have taken all the Roman lands but the faction still exists, and you are formally at war with them. The Roman faction should cease to exist after a small while when all their fiefs have been conquered and their lords defeated. Try to defeat their lords and destroy all their caravans.
Your Roman troops get a penalty only when you're at war with the Romani, same applies to every other faction aswell. So when you have eaten up all the Roman regions, you can just start using Roman troops with no penalty.
Spartan hoplites can be recruited from the villages of Sellasia, Selinus and Pharis which are situated near Lakedaemon, or Sparta.
The multiplayer of Rome at War is not dead, not at all.
There are two weekly events being held, one on Wednesday and one on Saturday.
