You are clearly approaching neutral wounded stalkers if that is the only dialog you get.Surrender occurs when you wound a hostile to you stalker and then he goes on his knees with hands behind his back and you can demand his weapons in exchange of a medkit or stash location under the threat that you will kill him if he doesn't give you one.If you go for the weapon demand the NPC is healed and just runs away since it just gave you all weapons in his possesion.You can still kill him then. If you look into the script and compare it to the original the only difference you will see is that I only have edited the surrender values which I explained in the description.The actual surrender mechanic is governed by a different file which I haven't touched.

A decent helmet or a scientific suit should protect you from even the hight red levels of radiation.The minimum gas mask requarement to avoid the red rediation is the PMK-40 I think it was called.Even unupgraded Sphere-08 and 12 should be able to protect you from it.
