Is this mod only add a new quest/content or modifield a old one ?

is it mean my save that play before a patch fix for library quest cannot do the quest even after a patch come out. need to start new game?

and can this work with save file from older version ?
and for update the vtmbup is it just run installer and replace file or need to delete the old one before run installer ?
