If you are mentioning the game itself then yes... without the Steam Fix The game can't launch as it is.
Now if you are reffering to the Steam Fix not working I guess it must have to because it is an older version but I don't think you will have a problem with thing itself as the Gothic games (Gothic I and II) have not been updated from Steam as far as I know.

I think I found a solution for those that have problem with this: C:\Users\YOURNAME\AppData\Roaming\Command & Conquer 3 Tiberium Wars\Mods

Just copy your TibWars folder from the roaming folder and copy it to your documents

That is: C:\Users\user\Documents

That's in me at least. By doing this the Mod appeared in the Mods list and launched normaly.

I don't know really. I created the schemes using an unmoded game. But it can work for DOW I and all its expansions. I have provided a Read Me file inside the download wich explains some things.
