As I said, this error is caused by improper installation to the CoH folder; most likely it is not quite where it needs to be. You need to install it to the exact directory I just described, to "Company of Heroes Relaunch", otherwise it will do exactly what you described.

This mod is definitely NOT dead.

We are in a bit of a lull right now, as development lately has been focused on balancing the core units and doctrines, but I can't imagine that lasting much longer. The mod is especially active on the weekends.

If the updater doesn't install correctly for you, don't take anything it might say personally, (the EIRR team has a sense of humor.) In all likelihood, it's because CoH has shifted to the steam version, while the updater was originally designed for the CD version.
