You can't patch a game without changing all of the features of the game. While i do not fully understand the need for a sequal, there are some valid things that cannot be added to the current game without significant changes...

first the things that can and should have just been patched: well actually it's just one thing... the director, the AI director is being updated to make more intelligent descissions.

now the things that Can't be reasonably patched in: New maps: yes, TF2 adds new maps every once in awhile. but look at it from this perspective: they are adding 5 new campaigns! that's 25 new maps! more importantly, considering the origanal game contained only 4 campaigns, they are releasing basically a full game's worth of content. then there are the weapons, i know they could patch the weapons in. but they don't want the characters to be able to use the new weapons in the old maps, and since weapon placement is controled by the AI director, they kinda want to control that. The melee weapons also can't reasonably be added without a full release for the same reason. Basically, since they are updating the director to work with all these new weapons, and since spawns of such things is the job of the director, the whole game needs to be changed to work around the new stuff.

To simplify that drawn out paragraph, any addition of content that the devs don't want to be part of other content, forces the devs to create a new game due to the way the director works...

Now, do i believe all these changes warrent a full price purchase? no. but i do feel that there is plenty of content here to make it damn close to worth it. I think that a $30 game would make the most sense. but, If i were forced to pay the $50 bucks for a PC version of the game, i'd probably pay it.
