No it has nothing to do with steam, and yes this code is for UT3.

You just need to extract this to your home directory Unreal Tournament 3 folder and it should put everything under the src directory. You'll need to add the two packages to the modpackages= part of UTEditor.ini but there are tons of sites out there that tell you how to set it all up and compile, i won't reinvent the wheel here :)

This is an awesome weapon (also check out the Thor Lightning gun if you haven't already), the ballistic mod for UT2K4 was always my favorite.
Just a small thing though, you should be able to configure the mutator to tell it which weapon to overwrite, juggling inclusions with the Weapon Replacement mutator is a tad annoying. I like the Flak Cannon :).

Impact Extension Technology is the snappy name I gave to the underlying architecture of some global classes that Psionic Storm, and any other mutators I create, run off. Primarily it is an extended mutator that supports client-side functionality and has a whole bunch of convenience functions for getting mutators that require client-side interaction working. It also currently has a dynamic HUD element manager and I have plans to implement some other stuff.

To make a long story short, it is essentially a group of additions to UT3 that make development of mutators easier. It is also free for anyone else to use to develop stuff if they so choose.

Wow, very nice, the atmosphere is done damn well.

Just one thing, could use some navigation assistance in the tutorial level, I found myself getting lost a lot.
