Ive been playing spanner of approval since it was released back in 2009 and it is probably one of the best out there.
Seriously, ive got so many other conversions and addons installed and this just wipes the floor with them, it makes the game so replayable and i would love to see it expanded upon in the future. I would even be willing to help.
Well, I've sent out requests to all members of this mod - trying to get an answer to your mapper dilemma.
If you still need help, I would like to offer my assistance again.
Although I am developing a mod from the 'Descent' series of games in UE2, and UE3/UDK after any kinks in UE2 are worked out.
I have taken a few steps in gearing up to help you guys - by downloading an 'Unreal Tournament' side scrolling map to check out the 2D elements in it.

Yes this mod is still alive, allbeit crawling at the minute, it has looked like its starting to get legs again in the past few weeks and thats all down to our Coder Drakklord.
