Since when a commissar has the right to kill a general?
Since any time the General shows cowardice or incompetence.
Commissars can do whatever the hell they want in regards to violently keeping the troops in check.

I believe the commissar was base off one of Stalin's orders during WWII, where if an officer retreats he and his family will get executed.
