Still wondering, are those Vostroyans? They look a lot like them, still kind of different.
Definitely not Vostroyans. The uniform isn't the same.

Its the front cover of the HH novel, Legion. Thats meant to be Alpharius but I think it was Omergon posing as Alpherius....
Can't remember who the hell the Army guys are...
They look a lot like Attilans from the helmets and flag styles.
"Legion" my favourite 40k novel. Anyway those are Geno Five-Two Chiliad, regiment from Earth that used genetic engineering and psychic command, they are most likely destroyed at the end of the book.
This book was awesome.
