yes,it's Isengard before Saruman betrayal.
so who gave it to Saruman ? i know it belongs to gondor but thats it....
the steward at that time decided to let saruman be a kind of lord there or something but it still would stay in command of gondor but after the betrayel not anymore.
But orthanc is made from black numonorean stone...and this is white :P
