Lol. If anybody is underestimating the power of the dark side, then it's the Sith.
Like everything else connected to the dark side, the Force storm is just a likely to turn on you as help you.
Not Sidious' thought Luke and Leia hi-jacked his storm xD.
it got nothing to do with him yelling; "ULTIMATE POWER!!! AHAHAHAHAH!" And then forgets to focus? xD
You both are right, Luke and Liea did hijack his force storm and sent it out of control. But Palpy was an arrogant and crazy fart so it's no surprise to me that he ended up losing control of it to them. Power like that needs to be kept in check at all times during use.
