Unfortunately there is no changelog relative to the last public release. But most tools are now implemented, the only major missing feature is prefab support. And certainly Quake III support required lots of new features: realtime shader rendition, shader source code editor, curves, etc. etc.

Have you fixed bug that crashes jackhammer when you try to copy brushes with ctrl c v?
