This reminded me of the Zero Punctuation for "Spec Ops: The line":

Both above comments are correct, it's a sand storm what made the cars look like that. Indeed Dubai is a rich country, but the people aren't that stupid to ditch such expensive cars.

i doubt they are "abandoned", probably just a sand storm covered them
It's probably just a parking lost after a random sand storm. They are quite common in Dubai.
