The image is just a satire of the current situation between the US (and its allies) and Iran.
The hypocrisy is that the US and its allies (mainly Israel) keep saying that Iran is evil and is planning evil things. A good example is the Iranian nuclear program, which the west insists is to build nuclear weapons.
AFAIK there is nothing that points that Iran wants to build nuclear weapons. Iran has signed the Non-Proliferation Treaty, that means they have the rights to pursue nuclear energy for peaceful purposes. That also means that other countries that have nuclear energy should assist them on doing so.

If Iran didn't want to feel threatened, they shouldn't have put their country so close to those Ameri- I mean, NATO military bases.
