This was actually one of their early nuclear missile tests, but at some point in construction they realized they'd not only built it way to big, but also they'd built it into the ground and it was never going to fly. And due to North Korean ingenuity and efficiency, they elected to repurpose it rather than tear it down.
That's a pretty cool hotel though.
