English is not the only language with that kind of things. For example in portuguese "molho" (sauce), "molho" (a form of the verb "molhar" which means making something wet) and "molho" (a bunch of stuff) are all written equally but the first word (sauce) is pronounced differently from the other two. The word "banco" represents both the financial institution usually refered to as bank and a bench.
So Glorious and confusing half the world speaks it. Considering the massive range of accents, it seems like no one cares about proper pronunciation in the first place and just wing it.
