"V1.2 Beta will include a new game mechanic through the form of spy units able to infiltrate enemy Strategy Centers, Palaces, and Propaganda Centers. Much like its Red Alert 2 counterpart, you will need to "infiltrate" said structures to get the ability to build the units listed in the photo."
