I see what this scene is trying to do, but when you do something like this you should just go all-out - not keep it contained. This kind of visual style is best when the whole screen is assaulting you with color, not just a small portion of it like this. (The background make be colorful, but compared to the light streaks it's color looks kinda bland)
Although, it is a lot more difficult to do that tastefully. But I'm sure the people behind this were more than capable of doing it.
