Actually more like Mikoyan-Gurevich's Project 1.44, with a redesigned structure for better VLO.

It's rumoured that the plans for the 1.44 were sold to China. MiG is now working on what is thought to be a single engine multi-role carrier capable fighter, and the 1.44 MFI has all but disappeared, leaving us with the J-20, which draws a lot characteristics from it.

So, yes and no MethaneDude, yes and no.

Add another rumor about China bought the remains of shot down F-117 during Operation Allied Force and reverse engineered it for the stealth material used in J-20 and J-31/FC-31.

It's possible they (China) studied the MiG 1.44 externally, and seeming as I trust MiG's word... Hmph, there goes that rumour.

On the other hand, if the PLAAF have constructed the J-20 purely by observation and the acquiring of old tech, (assuming Russia sold those F-117 parts to China) they've done an astounding job.
