I can't really describe this other than the fact that it's a Community Sniper Rifle.
Community Default weapons are given to people who contributed to tf2 or the tf2 wiki I think
More or less.
They're given to people who did something significant. Simply contributing on the wiki isn't enough.
On some tf2 servers donators can get special powers such as valve weapons and the like but only on that particular server. This pic is probably just taken on one of those servers.

I checked his tf2 backpack , unfortunately there was no sight of a Community weapon. And even better , he didnt even filled the first page of his backpack.
